We use REM software. As of now, we are still on the 2009 Energy Code. Is there a way for the IECC Label to have a place for both the builder to sign saying yes this is the insulation that they use along with the test information and a place for the tester to sign as well? We saw someone using the 2012 label and it has a place for both. Is there a way for the 2009 to have one as well?

Since I didn't find precise information related to the 2009 IECC Certificate Label, I recommend downloading the latest version of the software. Based on the Release Notes and available data on the developer's website, I've seen that it supports the latest in the stock and certificate.
The release notes of the application published on the official website, mention various support for the things you need.
